October 2025 Board Meeting Minutes & Financial Report – Tangletown Neighborhood Association

October 20, 2025 TNA meeting:

Attendees, board members: Rob Bedeaux, Jim Blackwood, Claire Blanchette, Keri Diem, Jordan Frederickson, Heather Grovum, Bill O’Brien, Pat Prochaska, Parker Reis, Tiffany Reis, Mark Tiede, Hannah Terry, and Will Young

Called to order at 7:07p

Fuller Park update
1. Will be a party on Halloween from 4-8p with photo booth, trick-or-treating, and games
Secretary Minutes
1. Mark moved to approved; Pat seconded; passed unanimously
Treasurer update
1. Waiting to submit some expenses for 2^nd half of the year to city for reimbursement
2. Money sitting in NRP account sits with the City until needed
3. Discussion of how NRP funds get spent within our annual budget
2026 Document to City
1. 2026 Funding Application
  1. Due to city on October 31
  2. Pat moved to submit the draft document, Bill seconded, passed unanimously
2. Equitable engagement Plan
  1. Discussion about how BIPOC percentage of community dipped in recent census
  2. Discussed whether requirement to live in neighborhood to serve on board comes from our bylaws or from the city

Remaining 2026 Budget
1. Slight increase for insurance costs
2. Slight drop in print newsletter costs because partially covered by a grant
3. Otherwise the same as this year

Fuller Park improvements – presentation from Andrew Schilling
1. $700K in construction improvements in the budget
2. Rec Center improvements
  1. Anticipated construction start in Spring
  2. Restroom improvements
  3. Flooring improvements
  4. Upgrading kitchen and pottery room cabinets
3. Outdoor improvements focusing on making park more accessible from the perimeter
  1. Anticipated construction start around July
  2. No plans for pool to become ADA accessible yet
    1. Hoping to make changes adjacent to pool to allow access whenever pool eventually fails
    2. Planning to convert entry to pool to the west
    3. South entry to be phased out because of shifting concrete and stress on existing trees
  3. Want to fix the turf area of the major lawn
  4. New asphalt for pathways
  5. Looking into best use of basketball court including possibly adding futsol and pickleball components
4. Timeline to bring to Park Board for final approval is November 19, 2025
  1. Seeking letter of support from TNA by November 3, 2025
2026 Staffing
1. Executive Committee met and discussed staffing needs and recommended renewing Executive Director’s contract with same terms
2. Discussion about trying to insert clause with possible bonus of up to 10% if additional grant money is received
  1. Unclear if bonus is allowed by bylaws and city charter; if so, contract can be amended later
3. Pat moved to maintain current contract terms, Rob seconded, passed unanimously
TNA merchandise
1. Whitter has been selling merchandise to raise funds
2. Rob has access to local artists who could create art for Tangletown that could be reproduced on merchandise
3. We have no physical space to store merchandise
WinterFest will be February 28, 2026
Committee Updates
1. NDE Committee
  1. Agreed to babysit grant if one comes through the new southwest journalism merger
  2. Still waiting on more utility box info from city
  3. Dan has received all historical docs from Tom
  4. Want to host community conversations about public safety and Fuller Park renovations
2. Equity Committee
  1. Trying to host a conversation about how policing has changed in 5 years since murder of George Floyd
3. Environmental Committee
  1. All events went well
  2. Another solar panel rebate went out
