TANGLETOWN NEIGHBORHOOD ASSOCIATION
REGULAR BOARD MEETING MINUTES (DRAFT)
Monday, October 17, 2011 7:00 p.m., Fuller Park

Board members present: Mary Jane Mitchell – President, Tony Proell –Vice President, Ryan Fisher – Treasurer, Andrea Siegel, Tjody DeVaal, Jane Elias, Jeff Gears, April Heers, Steve Bieringer, Janine Allison, Lynell Voigt

Also present: Carol Anderson (Fuller Park), Matt Perry (NEHBA President)

1. Meeting was called to order at 7:03 p.m.

2. The September meeting minutes were approved.

3. Ryan reported that our NRP account balance was $9,204.28.

4. Rhea is not continuing as our Coordinator. She did a great job for us and we wish her well. Ryan proposed that the initial hiring committee assume the job of hiring a new person for this position. Committee will post the position and begin interviewing next month.

5. Matt Perry reported that the NRP Policy Board ends this December.

6. Lyndale Avenue Bridge: The four adjoining neighborhoods met with the intention of helping the businesses impacted by the construction. The businesses pay a percentage of tax burden for amenities (lighting, trash/smoke containers, bike loops, benches). This could be as much as $95,000. The County is expected to pay about a third of this. The four neighborhoods could contribute to lessen the burden on the individual businesses which are assessed by lineal feet on Lyndale. Ryan asked for the blessing of the Board to join in the Special Services District which would support the neighborhood amenities in an ongoing basis. April moved that the NRP Committee proceed with scope of service to be reviewed by the Board. Seconded and passed. Matt Perry has met with students who are part of a Marketing Grant to help businesses before, during, and after construction. How they rip up the road is not yet determined. The bridge will be out from April through November, 2012. Reconstruction of the road south of the bridge and addition of amenities will continue possibly into the following year.

7. Halloween Home Tour: Jeff reported that twelve homes are signed up. Jeff has made a map for the tour. John Quincy will be one the judges.

8. Safety Committee: Jeff reported that they met with Amy Lavender and the Safety Committee chair from Fulton, and will plan to meet quarterly. One part of their work is to identify and inform block leaders and the other part is to offer safety programs and safety audits (both of which Amy does). However, Amy’s job is possibly going to be cut.

9. Newsletter: Tjody reported that the next issue will go to the printer on October 28 and be delivered in December. Mary Jane suggested sending out a postcard to all residents telling them of the new quarterly schedule and to look for the newsletter inside the Southwest Journal.

10. E-News: Ryan said that the next one will be about a week before Halloween to remind about the tour.

11. Martin at CK is starting his own business association for the Tangletown neighborhood businesses. Does not seem to be working with NEHBA yet.

12. Dollar Store lighting: Not sure if bright light problem has been solved. Will check on it.

13. Dog Park: Tony reported that recommendations have been made and it is now in the hands of the Park Board.

14. Community Participation Program: Matt Perry told of the Information Session on October 27th at 7 p.m. at Martin Luther King Park. Plan is to review changes in updated guidelines and answer questions and receive feedback. Guidelines are changing because of NRP funding changes. Net effect will be that we have to do more paperwork. They are putting a new NRP Board in place in January. We can continue with current NRP planning and implementation…we just have less money.

15. Fuller Park: Carol reported that Fuller is hosting a party for kids on Halloween from 6 to 8 p.m.
